Young was in Thermopolis on Thursday to get sponsors for the referendum. State law requires 100 sponsors; she hopes to have many more than that.
The attempt to repeal the bill extends across political lines, she said.
Hill said Thursday that people are upset that their voice and vote have been taken from them, no matter what their political affiliations.
The Wyoming Constitution Party is sponsoring the referendum effort, said Jennifer Young of Torrington, who is the effort's chairwoman.
The 37,606 signatures is 15 percent of the number of voters in the last general election, which the law requires. Signatures must represent two thirds, or 16, of the 23 counties in Wyoming. The signatures must represent at least 15 percent of the total number of ballots cast in each county from the last general election.
Hill said she wasn't surprised by the referendum effort. Some legislators thought Wyoming residents wouldn't care, she added.
Organizers of the statewide petition drive want to get enough signatures to put Senate File 104 known as the "Hill bill" on the general election ballot in November 2014.
"I think it's reflective that we have a very wise and active citizenry," Hill said.
Young said she plans for the petition drive to collect 75,000 signatures.
The effort to repeal the bill is not about Hill, but about legislators violating the state Constitution, Young said.

Young said she does not know Hill personally. The issue is "about the right of the people to vote on that position," she said.
"I just disagree, and I'm not surprised that [Wyoming residents] care deeply. They do care deeply about their voice and their vote."

and a permanent director must be appointed by Dec. 1 from three names submitted to the governor by the State Board of Education.
"People are incensed at the violation of the Wyoming Constitution," Young said. "People all over the state are incensed at the power grab and the complete disregard for the will of the people."
"This has really annoyed a lot of conservative Republicans," he said. "She is elected by the people. If the people don't like her, they will throw her out in 2014."
The last statewide ballot referendum in Wyoming was 1996 and was about term limits related to a 1995 bill the Legislature passed, she said. The referendum failed.
Frank Smith of Cheyenne will help circulate petitions. He said he considers the Legislature's work to be unconstitutional because it took away the will of the voters.

"They stripped the [superintendent] of 119 of the general supervisory duties," Young said.

Peggy Nighswonger, elections director with the Wyoming Secretary of State's Office, said a group can bring a referendum within 90 days after the state Legislature adjourns.
On the same day Mead signed the bill, Hill filed a lawsuit in Laramie County District Court challenging its constitutionality.
