"The response I gave [previously], that's our response," Williams said. "I just need to refer you back to that."
Janie White chatted with Faye Ng an Internal Revenue Service employee who worked for the Cincinnati office that is ground zero of the agency's scandal so frequently as she checked on the status of her organization's designation as tax exempt that she got to know details of her personal life.
Six months after applying for tax exempt status, White received a letter from the IRS saying Ng was her assigned agent. As the months progressed, White began calling weekly, then twice weekly.
White thinks her organization may have been one of the groups flagged for extra scrutiny by the IRS even though she said that while it has a conservative bent, it is not associated with the tea party. Reports have shown the IRS maintained lists of words that required certain organizations to receive extra scrutiny. White wonders if words in the institute's Nike Cortez Trainers
The scandal centers around IRS employees targeting groups of conservative and liberal ideologies for extra scrunity when applying for tax exempt status. IRS employees maintained lists of words to help them determine a group's ideology.
"Eventually you have to put your signs down and start trying to figure out how to make a difference, instead of always arguing or griping," she said. "It was a natural progression."
"Every time, I asked her where our application was, if there was any information I could submit," White said. "She would say, 'No, no, I'm still reviewing. That's all I can say.'"
In 2009, White was Wyoming state coordinator for the Tea Party Patriots. Her political activism has since evolved, she said.
White asked for help from Lummis' office, which sent an inquiry to the Cheyenne office of the Taxpayer Advocate Service, an independent organization in the IRS that aims to help taxpayers resolve problems. The service told Lummis' staff they will get an answer July 9. If Lummis' office doesn't hear by then, they will follow up, Lummis' spokeswoman, Christine D'Amico said.

Grant Williams, a spokesman for the IRS, said that he could not discuss Ng, White nor the Wyoming Policy Institute.
White said deadlines for grants that she wanted came and went. Grant applications require proof of tax exempt status, which White said she couldn't provide. She said she complained to Ng, who said she wasn't the only person reviewing the application. Ng encouraged her to seek donations. But White said she had already been raising money through donations, and some of the projects she wants the institute to undertake require big bucks.
"I think that she was probably doing what she was told," White said. "I don't think she meant anything really nasty. She has never been anything other than sweet to me."

"I've heard all about this woman's vacation" to Los Angeles, said White, executive director of the right leaning Wyoming Policy Institute, which has its main office in Cheyenne. "I heard about her being sick in January. This is how often I was calling her."
After nearly 20 months, White is still waiting for the IRS to grant 501(c)(3) status to the institute. With the help of a congressional inquiry by the staff of Rep. Cynthia Lummis, R Wyo., she may have an answer July 9.
"I'll probably never be able to prove if I was or was not targeted," White said. "But even today's stories admit they went above targeting tea party groups and included those that seemed conservative by key words."
While her organization includes articles addressing Agenda 21 and calling parts of "Obamacare" a Trojan Horse, White said it is a non partisan group and isn't associated with a political party.
"I really, honestly pray that our application goes through since we've answered the only questions they came up with after 19 months of waiting," White said.
"Federal law prohibits the IRS from discussing or commenting on any particular taxpayer situation or case," he said.
White also finds it suspicious that Ng, who works as an exempt organizations specialist in the IRS Exempt Organizations Unit, based in Cincinnati, has been sued, along with the IRS and some of her colleagues, by Houston based True the Vote Inc. True the Vote has waited nearly three years for tax exempt status and claims it was stalled because the IRS perceived it to be conservative, according to court documents.
"Rep. Lummis continues to be sickened by the lack of professionalism and constitutional intrusion on the part of the IRS," D'Amico said in an email. On Wednesday, Rep. Sander Levin, D Mich., released 15 lists, each 11 to 17 pages, containing words IRS screeners used to find groups that merited close attention. Terms included "Paying National Debt," "Green Energy Organizations," "Progressive," "Tea Party," "Medical Marijuana," "Occupied Territory Advocacy" and "Healthcare legislation."
White said she applied for 501(c)(3) status in November 2011 after forming the Wyoming Policy Institute with friends. The institute's mission statement says it analyzes government policy and educates the public "on how those policies can affect free market principles; government fiscal responsibility; a limited transparent accountable government; strong families and individual responsibility. We advance and defend traditional American liberty and heritage."
On May 8, Ng called White and told her the IRS had reviewed her application and had further questions. White received a letter two days later with the questions. She said it took her 15 minutes to answer the questions. She sent the answers back via FedEx.
But is it typical to wait 20 months for tax exempt status? Williams wouldn't comment, except to reiterate that he couldn't comment on a particular case.
