Duties for the elected
Rich Crandall, a moderate Republican who gave up his seat in the Arizona Senate to become director of the Wyoming Department of Education last summer, says one of his first initiatives as the department's new leader is to re establish trust and credibility in the agency.
"The work of developing those protocols and working with districts was largely done before we got ahold of it," he said.
Hill is contesting the law in the Wyoming Supreme Court, arguing that legislators violated the state Constitution when they removed much of her power without a constitutional amendment. A group of lawmakers is investigating alleged misuse of funds in the state Department of Education under Hill's leadership.
Recently, Crandall has spoken up about what he says is a lack of rigor in the state's Hathaway scholarship requirements and problems in the state's attendance based graduation system.
The office of the superintendent has awarded a round of anti bullying grants to several districts around the state totaling about $100,000, Operations Manager Christine Steele said.
He said the department will finesse its strategic plan in the next month, selecting metrics it will use to measure Wyoming's progress toward the top.

Coming in 2014: The Wyoming Supreme Court is expected rule on Hill's lawsuit against the state. Hill has said she will challenge Republican Gov. Matt Mead in the gubernatorial race in 2014.
Hill sits on the State Board of Land Commissioners, the State Loan and Investment Board, the State Building Commission and the State Board of Deposits. She is also a non voting member of the School Facilities Commission and the State Board of Education, and an ex officio member of the University of Wyoming Board of Trustees and Wyoming Community College Commission.
Now, Crandall says, his focus is to "implement with integrity" whatever laws the Legislature passes. Since arriving at the department in August, Crandall has filled several key management positions, outlined the department's priorities for the next year, appeared before legislative committees at least four times, and begun Nike Cortez Black White Red setting new policies and procedures for the department, including re examining the employee handbook.
"We're in sort of a monitoring stage," Shumway said of the office's work to prevent concussions. The Department of Education had already worked with the Children's Hospital of Colorado and the Wyoming High School Activities Association to develop a set of model protocols to prevent concussions, Shumway said.
The investigation is a first step toward the possible impeachment of Hill, a move that would be unprecedented for any state officeholder in Wyoming.
